There's something about...Cholitas + Bowler Hats.

The Bowler hat is a Bolivian fashion statement - it is not really functional, does not fit well and the origin of why it happens to be worn by Cholitas - the indigenous Aymara women - is basically unknown.

There are some assumptions like a surplus of too small manufactured Bowlers produced in Europe and sent to South America to be sold or they might have been made for the British Railroad workers who contructed the railroad while there in the 20th Century. Nevertheless...there's something about Andean women and their bowler hats.
